Tesla walked away with the largest allocation by far, a permit for up to 5,000 robotaxis, while Waymo and Uber each secured 1,000-vehicle permits, with Uber leaning on partnerships with Motional and Zoox to fill its quota. That's a striking bet from state regulators at a moment when autonomous vehicles are still working to prove themselves safe and reliable at scale in dense urban environments. Worth noting: even executives testifying before the authority conceded it's unlikely any company hits its full permitted number within the timeframe, so treat the 8,000 figure as a ceiling, not a forecast.
