Oracle Cuts 21,000 Jobs as AI Deployment Reshapes Tech Workforce

Oracle cut 21,000 jobs — nearly 13% of its workforce — over the past year, citing AI deployment, while spending $1.8 billion on restructuring costs as it races to build out AI infrastructure.

Oracle shed 21,000 positions — nearly 13% of its global workforce — over the past 12 months, citing the adoption of artificial intelligence across its operations, according to an annual regulatory filing published Monday.

The company's total headcount stood at 141,000 full-time employees as of May 2026, down from 162,000 at the same point the prior year.

"The adoption and deployment of AI technologies across our operations have resulted, and may continue to result, in reductions to our workforce," Oracle said in the filing.

The restructuring carried a steep price. Oracle spent $1.8 billion on severance payments and other exit costs during the period — a sharp increase from the $374 million it recorded in restructuring charges the previous year.

The company acknowledged in the filing that such workforce changes can be "disruptive," warning of potential shortages of skilled employees in certain roles, loss of institutional knowledge, and damage to morale and retention.

Oracle told employees in March that thousands of jobs would be eliminated, a move that came amid investor pressure over the company's aggressive AI infrastructure borrowing. In January, Oracle announced plans to raise $50 billion in debt and equity to fund that buildout. Free cash flow in the last fiscal year came in at negative $23.7 billion, while capital expenditure jumped 162% to $55.7 billion.

Oracle's stock was down 3.6% in premarket trading Tuesday and has fallen 15.4% since the start of the year, amid a broader tech sell-off.

The cuts place Oracle alongside a cohort of large technology firms reducing headcount to offset heavy capital spending on AI infrastructure. Meta laid off 8,000 employees — roughly 10% of its workforce — in May. CEO Mark Zuckerberg told employees that "success isn't a given" in the age of AI. Microsoft, meanwhile, began offering voluntary buyouts to 7% of its U.S. employees in April.

Meta, Google, Microsoft, and Amazon have collectively announced capital expenditure plans that analysts say could reach $700 billion to support AI data center development.

The trend extends further back. AI was responsible for more than 50,000 layoffs across the U.S. in 2025, with Salesforce and IBM among the firms cutting thousands of roles, according to available data.

The scale of Oracle's reductions underscores a structural shift underway across the enterprise technology sector — one where AI-driven efficiency gains are increasingly cited as justification for workforce consolidation, even as the same companies take on record levels of debt to build the infrastructure powering those systems. How that tension between AI investment and human capital plays out across the broader industry will be a defining question for tech employers through the remainder of 2026.
