The Trump administration unveiled its first "Genesis Mission" grants on Thursday, directing $5 billion toward 278 AI-driven science projects in an initiative the White House has described as "comparable in urgency and ambition to the Manhattan Project."
The announcement came as Trump's science adviser Michael Kratsios appeared before lawmakers on Capitol Hill, outlining what he called "A New Golden Age" of American science — one that would prioritize artificial intelligence, robotics, and nuclear energy while stepping back from life sciences.
The Energy Department, which led this initial round of funding, said the grants would unite national laboratories, industry, and academia to pursue what it described as "breakthroughs in energy dominance, discovery science, and national security." The 278 projects were reportedly selected from more than 5,000 applications and span fields including drug discovery, biomedical science, energy, advanced materials, and robotics.
Technology companies including Google, Microsoft, and OpenAI are also contributing millions of dollars in compute, AI credits, and related support to the initiative.
Kratsios explicitly tied Genesis Mission to a broader policy document the administration has styled as a modern successor to Vannevar Bush's 1945 report "Science, the Endless Frontier," which shaped the postwar federal research funding system. That manifesto proposes shifting support away from institutions and toward individual scientists, giving private companies a larger role in directing research, and granting political appointees more authority to block grants they disagree with.
The approach has drawn sharp criticism from researchers, who argue it applies a Silicon Valley startup model to an enterprise that functions on fundamentally different timelines and incentive structures.
Jason Shepherd, a professor of neurobiology at the University of Utah, said the policy document looks like it "was written by political appointees without any real consultation with scientists," adding that its assumption science functions like a business was misplaced. "Academic science is different to VC funded startups or tech companies," Shepherd said in remarks to The Verge.
Claes de Vreese, a professor of AI and society at the University of Amsterdam, offered a similar critique of the venture capital framing. "You cannot use venture capital to force breakthroughs while virtually already selling the patent," he said.
Shepherd did acknowledge some elements of the agenda that would find broader support among researchers. "There are certainly some aspirations in this agenda that most US scientists would agree with: we need more stability, faster peer review, and more incentives to do high risk science," he said.
The Genesis Mission grants arrive amid a broader reshaping of the federal research landscape. The administration has moved to suppress projects labeled as "woke" or DEI-focused, threatened funding for universities on ideological grounds, curtailed the flow of international students and researchers, and handed more control over grant decisions to political appointees.
Critics argue that taken together, those moves represent a dismantling of the norms and institutions that underpinned American scientific dominance — and that the AI funding surge will not offset the structural losses. One researcher, quoted without attribution, warned that "AI will have a few major insights buried under mountains of slop, and the number of people with the experience and knowledge to tell the two apart may rapidly dwindle."
The administration's approach stands in direct contrast to Bush's original framework, which championed open-ended basic research pursued without an eye for immediate returns, on the grounds that such work would ultimately yield applied breakthroughs.
Whether the Genesis Mission can deliver on its ambitious framing — or accelerates the erosion of the research infrastructure it claims to revive — will become clearer as the 278 funded projects advance and the next round of grant decisions takes shape.
