The AI data center buildout in the United Kingdom will generate far fewer permanent jobs than the tech industry has claimed, according to new analysis from economic think tank Verdant, raising questions about one of the central justifications governments have used to greenlight large-scale facility construction.
Verdant estimates that existing U.K. data centers support roughly 4,400 direct jobs — a figure it contrasts sharply with the 24,300 cited by techUK, the tech trade association whose numbers have been widely adopted by industry leaders and government officials.
For planned developments, the gap is similarly wide. Verdant projects approximately 10,400 permanent operational jobs by 2035, compared with techUK's forecast of 40,200 roles — meaning the think tank's estimate amounts to roughly a quarter of the figure the industry has promoted.
The discrepancy comes down to how each side calculates staffing density. TechUK's methodology assumes 8.5 jobs per megawatt, a figure Verdant says is derived from older, smaller data centers that required more human oversight. Verdant, after examining 20 planned U.K. data centers using planning applications and public staffing figures, determined that the capacity-weighted average for newer facilities is closer to 1.2 operational jobs per megawatt.
Newer, larger sites will be more automated and will require fewer permanent workers, Verdant said. The think tank also noted that techUK's broader estimate counts jobs outside the physical sites — including contractors and supply-chain workers — whereas Verdant's figure focuses on direct operational roles.
Verdant further argued that data centers generate fewer jobs per unit of electricity than other major U.K. installations such as steelworks, car plants, hospitals, or schools, some of which create hundreds or thousands more jobs per megawatt.
TechUK pushed back on those conclusions. "The figures were built transparently from the best available industry data at the time, and we are confident they remain a reasonable estimate of the sector's employment contribution," the trade association said in comments shared with CNBC. It also characterized Verdant's sample size as "unreliably small" and said the report fails to account for "the countless jobs that are supported by data centres and the services they provide."
A U.K. government spokesperson was more pointed in its criticism. "This report relies on a deeply misleading jobs-per-megawatt metric, makes false comparisons with hospitals and schools, and appears to confuse electricity capacity with actual consumption," the spokesperson said. "More seriously, it discounts the wider economic value of compute and the national security and sovereignty case for building critical digital infrastructure in Britain."
The dispute arrives as the U.K. government has made AI infrastructure expansion a central policy priority, designating data centers as critical national infrastructure in 2024, in part to recognize their vulnerability to cyberattacks. U.K. AI Minister Kanishka Narayan said in June that future sites need to be more attractive and better integrated into local communities.
The broader buildout is being driven by enormous capital commitments from major tech companies. Alphabet, Microsoft, Meta, and Amazon have collectively committed nearly $700 billion in combined spend on AI data center development this year.
Despite Verdant's skepticism about permanent headcounts, demand for skilled trade roles associated with the construction and maintenance of these facilities has grown sharply. A Randstad analysis of 50 million job postings found that demand for robotic technicians inside data centers increased 107% between 2022 and 2026, while vacancies for cooling and HVAC system engineers rose 67%, and openings for industrial automation technicians climbed 51%.
Whether governments recalibrate their data center policies in response to Verdant's findings — or whether techUK's methodology holds sway — will likely determine how the U.K. balances economic return calculations against the land use, energy consumption, and planning approvals the buildout demands.
